IRSTMU का 8वें CPC को लेकर 52 बिंदुओं पर दिया गया सुझाव रेलवे बोर्ड को भेजा गया

  • पूर्व रेलवे के पीसीएसटी से मिले यूनियन नेता, लंबित मांगों पर हुई लंबी वार्ता 

KOLKATA. इंडियन रेलवे सिग्नल एंड मेंटेनर्स यूनियन (IRSTMU) ने 8वे वेतन आयोग को कुल 52 बिंदुओं पर कर्मचारियों से जुड़ी समस्याओं और मांगों को लेकर सुझाव रेल प्रशासन को दिया है. यूनियन के सुझाव को पूर्व रेलवे के पीसीएसटी ने अनुशंसा के साथ रेलवे बोर्ड को भेज दिया है. यूनियन के राष्ट्रीय अध्यक्ष नवीन कुमार ने इसे कर्मचारी हित में बड़ी उपलब्धि करार देते हुए उम्मीद जतायी है कि वेतन आयोग की सिफारिशों में यूनियन की सलाह पर सरकार ध्यान रखेगी.

मालूम कि बीते दिनों नवीन कुमार की अगुवाई में यूनियन के प्रतिनिधिमंडल SER और ER के पीसीएसटी से मिलकर उन्हें अपनी मांगों से अवगत कराया. इस दौरान कुल 52 बिंदुओं पर सुझाव दिये गये. इसमें हार्डशिप अलाउंस से लेकर दूसरी मांगें शामिल हैं.

यूनियन के सुझाव और मांगें

1. Risk and Hardship Allowance to all Group C categories of S&T department

2. Minimum scale of Technicians Signal and Technicians Telecom should be Level 6 (₹1,35,700)

3. Minimum scale of Sr. Technicians Signal and Sr. Technicians Telecom should be Level 7 (₹1,82,500)

4. Minimum scale of Assistant Signal and Assistant Telecom should be Level 4 (₹83,200)

5. Minimum scale of JE Signal and JE Telecom should be Level 8 (₹1,82,500)

6. Minimum scale of SSE Signal and SSE Telecom should be Level 9 (₹2,25,100)

7. JE and SSE should be Gazetted like other Central Government departments

8. Fitment factor should be 3.833

9. Minimum scale should be ₹69,000

10. Merge all three categories Gr.1, Gr.2 and Gr.3 of Technicians Signal and Technicians Telecom to a Single category of Technicians Signal and Technicians Telecom.

11. Running Allowance to S&T staffs as they moving to different stations for failure rectification, fault analysis and maintenance of S&T gears.

12. Minimum bonus (PBL) should be on actual Basic of the individual Employees instead of fixed ₹7000/-.

13. HRA should be 40%, 35% and 30%.

14. TA should be raised to three times.

15. Rate of contingent allowance should be raised to three times

16. Rate of Daily allowance should be for S&T staffs and should be raised to three times.

17. Technical Allowance of 15% of the basic should be for S&T staffs

18. Special Signal Control Allowance should be for S&T control staffs for their extra stresses about 7.32 of ₹10,000 per months.

19. Dress Allowance should be raised to three times.

20. Department Specific Allowance of 10% of the basic to all categories of S&T staffs.

21. Children Education Allowance should be raised to ₹10,000 per months and Hostel subsidy should be raised to ₹35,000 per months.

22. Festival Advance should be restored.

23. Natural Calamity Advance should be restored.

24. Personal Computer Advance should be interest free and raised to ₹2,00,000.

25. House Building Advance should be interest free and raised up to ₹2 crores.

26. Four Wheeler Advance should be interest free and raised up to ₹10,00,000.

27. Encashment of LAP should be raised to 600 days.

28. LAP should not be accumulated upto 600 days instead of 300 days.

29. Upto 600 days HLAP should be used for Encashment if less LAP.

30. Holidays should be restored to 12 days per year instead of 10 days.

31. Maternity leave should be raised to 240 days.

32. Paternity leave should be raised to 45 days

33. Miscarriage/abortion leave should be raised to 120 days in the entire service.

34. Child Care leave should be raised.

35. Work related illness and injury leave should be made more convenient.

36. Parents Care leave should be 60 days.

37. Medical facilities for Parents of S&T staffs.

38. Half day CL for S&T staffs.

39. LTC for S&T staffs should be raised.

40. CCL for ADHD children should be raised to ₹30,000.

41. Group Insurance for all S&T staffs should be raised

Group A: Rate of subscription per months: ₹1500; Insurance Covered ₹3 Crores
Group B: Rate of subscription per months: ₹1000; Insurance Covered ₹2 Crores
Group C: Rate of subscription per months: ₹500; Insurance Covered ₹1.5 Crores

42. Ex gratia should be raised to 2 Crores.

43. Only OPS for all S&T staffs and stoppage of deduction to NPS and governed under PF including GPF.

44. Biometric Attendance mandatory for S&T staffs.

45. Re-Creation of the post of Member (S&T).

46. Direct recruitment to Technicians Telecom Gr.1 like Technician Signal Gr.1 with Level 6.

47. Direct recruitment to Technicians Signal and Technicians Telecom should be raised to 35% instead of existing 15% only.

48. Psychological Test made mandatory to all categories for the appointment in S&T department.

49. Stoppage of outsourcing in S&T department and only permanent employee should be appointed through RRBs only.

50. MACP for Sr. Technicians Signal and Sr. Technicians Telecom upto Level 8 (4800).

51. MACP for Assistant Signal and Assistant Telecom upto Level 6 (4200) starting from Level 3 (2000), next Level 4 (2400), next Level 5 (2800) and next Level 6 (4200).

52. Initial training of Assistant Signal and Assistant Telecom should be mandatory like other departments Assistant categories.
